The East-West Road through the Cypress Creek Ecosystem should be removed from the cost affordable map and stricken from the comprehensive plan. This road has proven too expensive for the City. The toll collection idea is not good for the city because it puts infrastructure in private hands. Those private entities would have no reason to protect the sensitive environment or listen to neighborhood concerns.
      This long debated road is a poor solution to long term transportation problems. It simply puts more traffic on the already congested interstate and is a great sacrifice for just a couple minutes of time. The best solution would be commuter rail that would allow New Tampa residents to ride comfortably downtown or to westshore or the airport. Residents will support this solution if it is offered.
      The entire Cypress Creek ecosystem should be protected similar to the protection of the other parts of the Hillsborough River watershed. But what is unique about Cypress Creek is the lack of human intrusion. That should continue. Recreational needs of the area should be addressed without disturbing the ecosystem. Maintaining high environmental values will increase the sustainability and livability of the area and the region.

I have to say that this version is a great improvement upon the first, however it still needs some work. I find it to have formatting issues with different font sizes and Outline structures in different sections making it seem like several documents pasted together. I have reviewed the Housing Element and think it is good, however the text needs some editing as some of the policies are not necessarily policies, but statements.
      A plan is just a plan without action items... will there be specific action items tied to any of the policies/objectives? Or is that included in teh EAR. I am new to the comprehensive planning world.
      all of the chapters should be specific in their goals and expectations for the future.

The tampa area needs more freeways and wider freeways. Also, a loop needs to be placed around N. Tampa. Compare the population here to Dallas / Fort Worth and then compare the freeway structure, Tampa is about 20-30 years behind the times.

Hello Brant

Thank you for the feedback.  The City is very interested in pursuing rail transit.  Dallas has a rail system that works with their road network but Tampa doesn't have that.  Rail takes up much less room than expressways, and it can greater capacity which can be expanded easily.  Tampa will not be expanding their geographic boundaries in the future yet we have to find room for 92,000 more residents and 132,000 more workers.  Roads will always be an important part of the transportation network but we've got to be able to other mobility options.

HART staff has reviewed the Tampa Comprehensive Plan Update for policies and objectives that are applicable to HART. The suggestions and comments are listed below.
3.1.4.3 Mixed Use Villages -Rail Transit /Stations /3.1.10 Future Land Use & Urban Design-Rail Transit Stations
Please state areas within the City of Tampa where the Neighborhood stations might work. For example: Drew Park, Tampa Palms, etc.
Replace “Buffalo Avenue” with “ Martin Luther King Jr. Boulevard.” Page 80
6.1.3 Effective Mass Transit
6.1.3.5 – Please update this statement: “HART is currently working to fund one BRT corridor within its TDP”.
The HART Board authorized funding for two BRT corridors. The information will be reflected in the TDP update. Page 274
Table 8 – The information in this table must be updated. Please contact Bob Flannery, Planning Financial Analyst, for HART to update the table at flanneryb@gohart.org. Page 273
6.1.9 Mobility Goals, Objectives & Policies-Goal 39
HART concurs with the goal and will update the TDP as follows to facilitate the City of Tampa with issues that are stated in the following policies:
Policy 39.1.1 ( Transit Level of Service) Page 295
Policy 39.1.2 (Impact Fees for Transit) Page 295
Policy 39.2.1 (Transit Corridors in Urban Redevelopment Areas) Page 296
Policy 39.4.4 (Fixed-Route Maps to accommodate the City of Tampa with estimating the percentage of dwelling units below the poverty line and service/retail sector jobs that are situated within .25 mile of fixed-route transit. Page 298
6.1.9 Mobility Goals, Objectives & Policies -Goal 41
Policy 41.2.10- Regarding waiver of parking spaces for bicycle amenities. Please verify if there is a similar policy for transit amenities. Page 302
Policy 41.2.2- Reduce parking should be allowed only for the areas on Primary transit corridors that enhance connections to transit or contribute to transit use.
Although the development is close to a transit corridor with no ADA/ pedestrian access, the development is creating a need to provide the ADA/ pedestrian connection to transit. The development would probably bring a need to increase frequencies. Page 301
Policy 41.2.14- Probably should apply the revenue miles instead of passenger miles. Please meet with Steve Feigenbaum, Service Planning Manager for HART, to clarify at feigenbaums@gohart.org. Page 303

6.1.7.1 Coordination of Land Development & Planned Programmed Infrastructure (TCEA)
The plan should address specific mitigation strategies using transit for the areas south of Kennedy Boulevard. The focus could be on the main transit corridors for the area: Dale Mabry, South Westshore Boulevard, and Manhattan Avenue. Also include Gandy Boulevard for PSTA Express route that connects to the Britton Plaza Transfer Center and Downtown Tampa CBD.
3.1.10 Future Land Use and Urban Design Goals, Objectives, & Policies – Goal 10
Policy 10.1.2 - Mention the streetcar as a future linkage to the CBD core from Ybor City. Page 98
Policy 10.3.14- Include language for ADA compliance in addition to pedestrian and bicycle friendly. Page 100
